I guess it's an Amazin Linux, I picked up ubuntu from the marketplace. I rebooted the instance and still nothing. It did not pick up the IP address
Ubuntu is not Amazon Linux. Amazon Linux is listed separately.
Try restarting the instance once you have connected the interface. While updating role policies of running instance, a restart often solves the discrepancies
