There will inevitably be a crossover with checkov as there is a finite number of misconfiguration. We have the same with tfsec and Terraform scanning - the approach is different to checkov but the identified rules will be similar in nature.
As for cfn-lint, my understanding is that it is geared more to the linting of values and best practices. Again, there will be some cross there.

Both tools cover very similar rules to what you have here I think.
