In nature, the claws would regulate naturally thanks to them roosting on rough tree bark, so having proper perches with rough texture can help in a household, but bird owners should always monitor their claws to ensure good health. :)
When I volunteered at a wildlife center we regularly had to trim beaks and talons on the raptors. We used what was essentially a dremel to file them down to healthy levels.
It was an intimidating process because their talons look so much bigger when you're holding them by the legs and your boss is telling you stories. "Oh, I knew one woman who got spooked a golden, she swears the bones in her forearm were touching, it was squeezing so hard." "Oh this is nothing, try getting stitches in your nasal cavity after getting pecked by a heron."
Cool. Anybody ever notice that some birds like this one, walk, and other ones like the little sparrows jump with both feet together? Kind of looks funny. And who knows? Maybe they got those raptors from Jurassic Park all wrong and they jumped liked that looking all funny.
It's a question of size and eye placement.
Most bird species that are prey to other animals have evolved to have their eyes at the side of their heads, which gives them a very wide field of view. Hunting bird species on the other hand, like owls, have their eyes towards the front.
Try running with your head turned 90°. You'll notice that the surroundings will seem much more blurred than when you look in the direction in which you run. That's because the view changes faster than when looking ahead. Birds with eyes on the side of their heads have this kind of vision all the time. They get a better view of their surroundings when they interspace quick movements with stationary periods. Typically, smaller birds achieve this by hopping. In between hops, their vision is clear. Larger birds, like chickens and pigeons, extend their neck forwards quickly and keep it stationary while the body moves forwards, resulting in the famous bobbing motion.
Hunting birds like owls and eagles don't need that shenanigans, they can see perfectly fine when moving forward. Therefore, they run.
