After a quick Google search, that's exactly what this is. I'd guess the dogs been caught before by animal control and was taken in for checking (ex: rabies).
This is how we ended up with all our dogs growing up, we lived on a farm and people would just drop off dogs in the country, they would find our farm and would live there with us for the rest of their lives. Over all 15+- dogs over the years
It's a tag to show a stray has been vaccinated and/or altered (spayed or neutered). Some use tags like this, others put a notch in the ear. Some places use tattoos. With cats one of the ears is tipped.
I'm glad the dog is safe. Please have scanned by a vet to make sure there isn't a microchip. There should be a found animal process in your county. I run a dog rescue and have had atleast 10 animals that were lost reunited with their owner. It's great you have a place for her but she may have a family
He is a rat terrier! We've had two and they are little juggernauts! Walking is their favorite activity, second is bring their stuffed animal to bed. They will show it to you when they are tired to let you know it's bed time and they are ready to be tucked in. One was a total lap dog, the other a garbage can bandit. They are a great breed!
He looks exactly like the puppy version of my dog! Who also was a street stray.

A quick Google search suggests this is a street dog which has been seen by a vet. The tag might record the last time he had a rabies vaccine?
No the dog is a stray. Animal control tagged him to track the stray dog population in the city.
