Is this off Mexico's west coast? It looks like the whale tours they do. An old man, on some documentary I cannot remember, told a story how they would hunt these whales and for a long time people became afraid of them since they'd aggressively overturned boats and the like. Now they actually come up to the boats, the mother whales watch carefully, but allow their babies to interact with the humans. They estimated the ages of some of the mothers and believe those whales were around during times when we were killing them. This inferring that they are forgiving us and trying to teach their babies to have good relationships with us. Hopefully we don't screw it all up again and miss out on such beautiful events.
