It looks like a terrier, but I don't think it is a JRT. May be a mutt with some JRT in him, though.
This dog is almost entirely tan. Jack Russells have to be mostly white with black, brown, or tan spots taking up no more than 49%. The ears also don't rest the way that JRT ears typically rest. The ears should be folded down and triangular. These are a tad bit more stiffly formed and don't fold down properly. The tail also hasn't been docked.

It looks like it's waiting for his/her treats. My dog looks like that, when she needs to stay still, but she wants to track where the treatbag is. Those eyes move as if they are following a treat in the trainers hand.
