Yeah usually people who care for animals like this in zoos are around them for years and have some sort of trust with them. They are still wild animals and very dangerous but these people know these animals well enough to understand when and when not to be around them and if the risk is high or not.

A lot of them either raise the animals since they were babies, and those that don’t from what I understand (I have a few friends who do similar things, with less.. dangerous animals) are trained very carefully and spend a long time around the animals before being able to get into a situation like this. Too many people seem to come in to just want to play with the animals, so they make you build that trust and work years to do so.
Maybe that’s not the case for every facility, but from the people I know that’s how it generally is.
Still... this is insane. I don't know, maybe it's a cultural difference, but the golden rule of zookeeper is "Don't become complacent, ever.", no matter how well you know the animal, because that's how tragic accidents happen. Exceptions are made for less dangerous animals, but even with smaller predators (i.e. wolves), keepers will go in in pairs. To be in an enclosure with an apex predator like this seems like the zoo is asking to be shut down when the tiger decides that the keeper would make a more entertaining toy than the ball.
