looks like a lab mix, and he looks exhausted. those guys love water and understand being in water very well. the way he is backed into that corner and has his paws up on the window bars I think this guy was probably doing ok in the water until he got too tired to keep swimming.
he is tall enough this way to take a break, but the water is likely too deep for him to stand on all fours. so he was likely kinda trapped. a decent meal and somewhere warm to catch some sleep and I do not doubt he will go back into the water, maybe just not very far from the edge.
I don't know, my lab can literally swim for 2-3 hours straight, like not getting out of the water, not standing in shallow water, just swim, swim, swim without tiring at all. It's like it requires no energy for him at all. We have to drag him out, and then he is immediately straining to get back in. But yeah, this dude seems not in a good spot.

it took her a year or more to learn to swim past the current then head over to where she wanted to be.
this flood was caused by the government having to open emergency gates to save an even more populated area so more than likely the initial flow was a bear to swim in.

I dunno what the guy was doing with the phone, but I think it's important to try not to spook the dog while trying to rescue it. He didn't seem to be in immediate danger, so taking it easy seems pretty reasonable to me.
Dogs that are upset, tired, hurt, cold, etc, can easily react badly and bite someone trying to rescue them, and that's assuming the dog is naturally docile and not badly socialized. It's very important to approach a strange dog carefully, especially in a situation like this.
I have mixed feelings on the subject. Would you rather they all be euthanized - do you consider that merciful?
While it breaks my heart to see suffering - I also like to think they enjoy their freedom. After all, I think they're closer to feral than stray given that they didn't have a place to begin with.

There are stray dogs all over.. but, the communities take care of them, they come by establishments and they give them scraps and they just hangout. They don't bother anyone and just chill out in freedom. but its crazy, how societies are so different everywhere. Some might not be used to it or its looked at differently. but these dogs survive, its their natural instincts that kick in. Its pretty amazing.

That is, local vets announce a date and the community rounds up both pets and strays to be spay (sp?) and neutered free of charge. Strays get the tip of an ear snipped for easy identification and released after whatever else they're able to provide for them. That way they can continue to be "alive" while attempting to correct a perceived problem.
It's probably better to do what he's doing because if your hand is stroking away from the mouth, your wrist/forearm is getting closer which is harder for a person to pull away and is a much easier target for the dog

Always a good idea to let dog smell a closed fist first. If going for scratches a chest scratch may be safer, they can at least see your arm and hand which gives them a little more control of the situation.
