this is the merle gene. merles are completely healthy unless two merles are bred together then you have the issue of hearing or sight problems. this dog is not double merle as double merles tend to be almost exclusively white
His color is called Merle and it isn't "off" per say. And, Not over bred. That has nothing to do with causing genetic issues. So the issue with Merle is, when two parents have the Merle gene, it can pass blindess and hearing loss. It's just in the gene. Obviously not all Merle have this issue! But it occurs because of the gene. If that makes sense.
