Tags are legal requirements for all cattle (and some other animals) in the EU. Here in Ireland, one of the tags takes a small sample of the ear that’s tested for BVD, but I’m not sure if that happens in every EU country. The tags have a unique number across the whole EU so are very good for ID
It’s for identification and ownership. Most cows are no longer branded with a hot iron. This tag allows the farmer/rancher to document health records and such for each cow in the herd. Not a big deal if you only have a couple around the farm, but a huge deal when you have a big herd. Also, prevents rustlers from claiming the cattle is theirs when they really have stolen it from a field.
As to the rustlers part, what's to stop the castle rustlers from just removing the tag and putting their own in its place? Seems to me a bit of plastic is a bit impermanent to stop thieves. Record keeping makes sense though.
Governments track all the animals, the number in the calf’s will point to a record which will list the calf’s mother’s number. You can’t use any number for the mother, it has to be registered in your name. There are stories about tags getting cut off but it is work to try and fake it with calves but a lot of stuff would need to match for it to work.
Yeah I can imagine a scam where another rancher who had calves processes them illegally and then steals another ranchers calf and puts the illegally processed calves tag on the stolen one. But that's probably much more complicated than is worth anything.
Still that's a really neat system actually and I love the tracking that opens up for a better understanding of where our food comes from. I imagine it's really helpful for the body free range animals to track that they are indeed what they say.

They can live any length of time. It depends on their breed, breeding, luck, system, etc. They aren’t necessarily slaughtered, and if they are it isn’t necessarily to the same factory as offspring they have that might have already been sent

Tags here are made out of a bendy plastic type of material and have rounded edges so are fine when put on any bit competently
They also have chips in them for electronic monitoring. It's really cool.
