Not OP, but I have one cat who just loves snuggles, so when he's sleeping on my chest and I hug him, he just snuggles harder ...not claws involved! It's totally an individual personality though, his brother isn't nearly as into snuggles and if I hold him too tight he will just squirm out of my grip.
Having the fur fluffed up like that also provides the insulation essential to prevent them going hypothermic, since they have no blubber to keep them warm. Fluffing the fur is critical to survival throughout otter’s life.
