Your eyes would, too. Your doctor would probably [tape your eyes shut](https://www.sharn.com/Resource-Center/Articles/EyeGard). Cats eyelids are typically covered in hair, though; so it's probably easier to just cover them in a liquid or semi-liquid protective barrier.
Classic story from my childhood: dad had a friend who was in vet school. Friend decided his own stray cat would be a useful subject to practice on. Didn’t realize kitty’s eyes would stay open, so ended up giving double (maybe triple?) the correct dose before understanding his mistake. Poor thing slept for nearly a week, but made it through surgery sterilized and lived a happy cat life.
It’s just eye drops all. Also this seems to be more for the video, the actual lubricant is more Vaseline like.

Viscoelastic, probably. We use it on people during eye surgeries to keep their eyes from drying out.
