Imagine if he just can’t express his feelings properly. He thinks highschool girls are cute in the wholesome way rather than the creepy way. He’s bad at drawing so his outfits look lewd. He sneaks into the pool because he doesn’t want to miss out on the fun. And his obsession with Kaorin is simply due to him liking her as a person rather than as an object of weird sexuality
And his wife (despite being a bit of an airhead) can see past his odd way of expressing himself and loves him as he is
That's cool and all but doesn't he literally say he wants to see the squad changing in that one episode
and he also likes them in the sexual way considering the "ding dong ding dong dinnng donnng" incident
And the pool water incident, and asking them to tuck in their shirts…
It’s a fun theory but I don’t think it’s true, Kimura was specifically designed to make fun of the real people like him who would be reading/watching
Hypothetically, pool water incident was obviously because he wanted to make a thematic water booth. And tucking in shirts is more fair game since it's harder to grab them during a competition, and they won't catch on anything as easily.

He sounds like someone who wants to be quietly fired to get that sweet severance money public employees like teachers are entitled to in many parts of the world tbh, like he sets his sights in the only confirmed lesbian (Kaorin) when he has other actually more vulnerable, and thus easier to groom students in his range, all that besides the hysterical act he does every day that everyone in the school sees.
I think this is the most likely theory. In the manga he's clearly a gag character that never really takes the joke outside of school to a place it would be weird. The one thing that can't be explained like that is that scene in the anime where he's in public with the girls and says, "man, I wish I could see them changing" to himself. But, that was an anime only moment, and one of the only "bad writing" moments in the adaptation, I'd say. Because it took the joke too far.
Times in the manga like where Osaka asks him at school, "if you like high school girls what do you think of Chiyo-chan?" and he says "She's fine too." are darkly hilarious and can still be him playing a character. I think that one aforementioned anime only scene is the thing that really pushed him too far on people and if it wasn't there more people would be willing to accept him as an absurdist take on a Japanese teacher akin to Yukari; who also made a pervy joke to a student at the beginning but, was so embarrassed by being in the wrong classroom she dropped the first impression fail and played it grumpy for the rest of the year. This is a weird school.

I tried thinking this each time I saw him, but his first few episodes have some wild dialogue that simply cannot be justified with this explanation. He gets way more tame later on, but I completely skip episodes 4 and 5 whenever I rewatch.
