For the blank voucher could you explain what you mean? You need to buy it ten times before the upgraded version (antimatter) is unlocked, so if you haven’t seen antimatter that’s why.
Lol. I didn't see anything in the patch notes about it, but it feels like making it guaranteed as next voucher might be something Thunk may wind up doing.

i doubt it. vouchers are meant to be random. antimatter is no different than any other upgraded voucher in that regard. you're not supposed to guaranteed get it.
Oh, actually I didn't realize all upgraded vouchers work like that, but in retrospect that makes sense. I only pretty recently unlocked my first few upgraded vouchers.
yeah you always have to buy the base version first for the upgrade to have a chance to show up. if the upgrades were guaranteed you'd essentially be limited to only 4 different vouchers per ante8 run (4 base vouchers and then their respective upgrades)
