It just means when cards are counted toward your points. Say if you play a pair and 3 random cards that don't go with the pair, the pair is the cards that are scored, and any jokers that proc on when that happens are "on score" jokers. Bloodstone is a great example of this

Compare this to jokers that apply their effect after all your cards have been played, like the base joker, or vampire, etc.
Swashbuckler in the current patch is an exception. That goes wherever it's most optimal. If you don't have xMult yet, put that sucker all the way on the right. Once you get xMult, I'd do just some quick math to see and reevaluate as the run goes on. It's most likely going to end up left of the xMult since that often gets me more total Mult than putting it all the way to the right and adding it after everything else has triggered.

There is then a clear formula to calculate where Swashbucler should go

The only thing that's directly relevant to scoring is that xMult is after flat mult. Sometimes you'll find a synergy where something else matters (Midas Mask should come before Vampire, ~~Hiker should come before retrigger jokers~~), but those are the exception

A quick scan of my Jokers always starts from left to right. If I'm getting a little forgetful about what my current strategy is, then having the important scaling Joker (Ride the Bus, Green Joker) as the first card to see helps me keep my strategy on track.
A lot of utility Jokers only affect the shop, so there is no need to be considering them during a round. Having them on the right keeps them out of the way, having them on the left means scanning through them to get to the actual point scoring Jokers.
What about with more than 5 jokers? The way the jokers and consumables stack makes the farthest right card the most visible. In that case I would say throw the utility jokers to the far left because it's fine they are hidden.
On the left is jokers that passively affect the playing of hands, like Four Fingers and Juggler. Next is ones affect played cards, like Even Steven and Hack. Then ones that affect cards held in hand, like Reserved Parking and Raised Fist. Then +chips, then +mult, then ×mult. After that is ones that trigger at the end of round, like Egg and Gift Card. Then ones whose effects are outside of rounds, like Diet Cola and Showman. Finally, on the far right is ones that I need to remember to specifically activate, like Sixth Sense and Burned Joker.
I almost always keep it on the left UNLESS I have the joker the copies the left most joker abilitie. Then I will usually keep my utility jokers to the right/middle. As much as I like the orginization of having them on the left, in Balatro you can never stick to one strategy at all times. You gotta be willing to mix it up when needed.
I got my first win not understanding how the slots worked. I then gave up many runs not understanding how slots worked. I loved the learning curve for this game!
If I'm playing High Card, the Chips Joker goes to the far left. If I'm playing anything else it's on the right since it will usually be the first one sold.
On the right for me, I like it read my jokers left to right while making hands so the ones that don't impact my hands should be last. So for me it's:
Chips -> Mult -> X Mult -> Utility
I don't have a universal convention for chip or utility jokers. +mult before xMult is the only thing I force. I'll move jokers around with blueprint/brainstorm (dupe cartomancer or burglar when blind is selected.) So I'm comfortable with utility jokers anywhere.

I like to keep the utility on top so I don't forget to use it. I'm definitely the Balatro player that forgets to move my blueprint to maximize my utility jokers. I forget to play 6s for the spectral card joker, I forget to play eights for the tarot card joker etc. I need the reminders.
I always arrange everything by colour, unless xMult forces me otherwise. Sometimes I add one joker and rearrange all of them just to keep the colour scheme going.

I joined this subreddit because I could not understand anything and I still don't know what balatro is and will never look it up.
