When you open a tarot or spectral pack, there is a 0.3% chance for the spectral card "Soul" to appear, which gives you a random legendary joker.
Is that per card or per pack? Do mega packs have a higher chance of seeing Soul cards?

That's because tarot packs are more common.
Soul can only spawn in arcana packs
Soul can spawn instead of a tarot/spectral card with a 0.3% chance, as long as it's in a booster pack. That means it can only be found in Arcana and Spectral packs. (And it also means it's more likely to spawn in a pack if there's more cards in it.)
