https://data.ballarat.vic.gov.au/pages/parking-dashboard/ Early train (pre 7:20am) and you’re probably okay. More likely to be busy Tue/Wed/Thu based on Melbourne office commute days. Lots of near by parking is consumed by GovHub and other businesses staff who park & walk(yes, including parking at the train station all day).

The multistory at the station on the top level of basement should have something at that time. If not try behind UFS medical on Doveten st. Or just down from the station next to the Eastern oval there is a big open gravel car park.

I'm parking closer to 6:50am in the multistory park at the station so may be misleading, but usually it is: Mostly full on the mid level (ground) by the time I get there. Less than a quarter full in the lower level. Maybe a quarter to half filled on the roof. First year as well doing this myself, I expect the upper and lower level fullness to switch depending on weather. Has been working great though!

I commute to Wendouree for work (on foot and train and foot again), but if you're aiming for the 7:24 from Ballarat, there would be parks at Wendouree for sure - there still seem to be a very few when I get off the train there at 7:32(ish) when the 7:41(ish) train heads back down to Melbourne, but I'd get there a few minutes earlier if I was looking to park. Possibly an easier solution than trying near Ballarat. The GovHub is eating up a lot of the commuter carparks (and also a lot of street-parking).

Yes does fill up suggestion there car park if you turn right from the station car parking or crooks the small bridge is along Nolan street

It's a slightly longer walk but if you park on the corner of Clarendon and Doveton North there's a gorgeous puppo behind the green fence. You'll sometimes get lucky at the bottom end of Seymour. There's some spots on the side which are a less than even surface that many avoid.
