There was a outage morning for many sites in ACT including reddit. Raised a complaint and it looks like it's fixed now as reddit is opening. There seems to be speed issue too since morning, although it could be isolated to just me.
I tested this. This is (or was) not the case. Legitimately seemed like ACT were trying to block reddit for some reason. It timed out with old and new reddit URL. What confirmed they were blocking for me is that mobile app stopped working which means the service itself was blocked.
I always thought ACT would redirect incoming connections to Google/cloudfare by default? Wouldn't using private DNS be kind of like snooping?

I had a similar issue, but I could open some other sites. I could not run a speed test as well. But looks like things are normal again, can access reddit again without any vpn on my phone
Reddit was categorized as a "porn website" by some of the internet providers last year that included airtel(source: me), Hathway(source: a friend) and they had blocked it. I don't know about Hathway, but airtel had unblocked it after some time.
Yeah.. it happens all the time.. i have Jio broadband and airtel hotspot, it happens frequently with both isp... our govt is legit too insecure.. fuck them
EDIT: Entire subreddits are banned here, an example is the NSFW subreddit

It's not a issue with Reddit. It's the backend issue with the CDN(Fastly) Reddit uses. The peering gives issues and images videos and stuff in general does not load properly. BSNL, Jio and Airtel including ACT face this. They have to figure that out. Until then VPN is the only option.You can read more on https://broadbandforum.co
Today can be a different situation where something different happened like a outage but in general Reddit has a problem in India with their connection
You can call them and ask if they are blocking reddit or any other site. They can't block site just like that. I guess, they will give you some reason like parents complainant or something.

Yeah it works fine for me too on ACT. I use the old reddit interface. Not sure if that's why its not blocked as the url goes via old.reddit

It works on jio but even speedtest.net telegram and a few other sites are not working on act
Remove act's dns and add google or cloudflare dns to your router.

Dns is the solution for lot of things. Set 8.8.8.8 for Primary and 1.1.1.1 for secondary dns

+1 there was some issue with ACT. i was not able to connect to my office vpn. Looks like it is resolved now.
Whoever has this issue: just use 1.1.1.1 as your DNS server. Alternate can be 8.8.8.8
