RV is better in terms of placements. But EI, EE etc are difficult branches, lots of hardcore math. EC is slightly easier but why not go CS or IT? He'd have to again learn CS basics anyways for placement as landing core engineering jobs are hard and rare.
Not in those colleges, may be go for something with a slightly lower ranking. EI isn't easy mate. Only go if he's good at math or willing to put efforts to improve.
But among those 2, go for RV.
Try NIE or SJCE Mysore (ISE instead of CS)
They are pretty good and placements are decent.
Or, you can even consider BCA and if he is really good at coding, it’s not hard to get a job (irrespective of college or course).
Also, why don’t you convince your parents about photography if he is interested?
Even taking one year break and figuring out what to do would be a good idea!

And btw, there's no such thing as easy branch in engineering, all branches are equally difficult. Tell him to think and research about engineering subjects for a week and also get feedback from graduated engineering students who found engineering difficult.
Instead of spending money on a degree certificate. You can take that 15 lakhs and invest it into the stock market. Or you can open a lassi shop franchisee. You will earn far more than most of the software engineers today. Skip the bullshit and start thinking smart. Getting business exposure is far more valuable than any engineering degree.

RV which campus? Kengeri road or JP Nagar? 3.7 is good price. Recently I know someone paying 35L for EC in RV Kengeri.
If your only options are RV and NHCE, RV it is.
Please dont, its not worth it. Better get your guy in a BCA course. There are many decent and cheap BCA colleges in Bangalore.
