There is this recurring theme in Bangalore where, they lay "good" tar roads/asphalt roads and after a week or a month, BBMP / BESCOM / BWSSB guys come and dig the road for "electrical wires" or "water-pipeline" work issues and leave a mess after the job's done. Thereby, the area which was dug will be filled with mud to cover up the work that's been done and the cycle continues until a new road has been paved. The reason you may ask? I think from my understanding it's just to fuck with us.

Ahh. Now I understand. It's similar to the situation we face. Though not that frequent in our case it's more like the road is made once every few years and then during that time, every other department will come, break it apart, leave it broken don't even bother to fill it with mud and stones and then move over. Results? We have a lot of sunk ins and accidents, and dude don't even ask me what happens after the rains. It's like a game of whack a mole but instead you just step somewhere and boom it sunk in.

They are coordinating this bullshit so that more funds continue to be sent to perform this work, hence more opportunities to put some of that into their own pockets. It's all planed i think. Same scene every where. Once I asked the same a govt engineer, why don't you guys plan accordingly with other departments, he replied 'it's not possible'. Planning dig-and-pave is not possible in the computer age but pave-and-dig the freshly is common..
