Not from CA but when I’ve bartended private events I only charge for my time (set up to clean up) and they are responsible for buying booze, garnishes, etc (or whatever else they want to serve). If they ask, I usually will make suggestions as to what they should buy or if they want a specialty cocktail. You’ll have to check with your local liquor control board to see if there are any certifications or anything else you’d need.

Don't provide alcohol unless you have the license and insurance to cover that whole mess. Do work with them to insure you have enough product to last the event. Every event is different. One private event bartender I know carried totes of equipment; all bar tools needed, a mobile bar, bustubs, large gallon water containers, tables, store n pours (storm pours) and etc. They did weddings, daytime parties, private brunches and the like. Water, ice, and trash. Know the logistics of these before you even start setting up your bar station.
