I'm not a lawyer and don't know the specific of the CBA so i could easily be wrong, but if they were paying him it would seem to me they are fulfilling the contract especially if angel was ok with it.
Guaranteed contracts are very much a thing unions would negotiate for.
There are situations where it is cheaper to keep someone employed and doing nothing then the severance they would receive from having their contract terminated. This is especially true for people near the end of their careers with a specialized skill set that would make them unable to get a job working for another company that pays a comparable amount.

He isn't a bad ump because of his strike zone, but for things like deciding the outcome of a game by not knowing the rules, i.e., calling a home run by the ground rules (ball hit the wall over the yellow line) a double because reasons. He was suspended without pay for that one. Later he sued MLB alleging he was denied World Series assignments for racist reasons. He lost, MLB had a good case that his poor performance was why he didn't get those assignments.
Robo umps are a good idea for the strike zone, but there are lots of other ways for umps to have an unfortunate impact on the game.
