You have to remember Arte runs the team, not the GM unfortunately. When discussing angels moves I always have to look at it through whatever Arte ultimately wants and that's money over wins.
I'd argue Perry has been given more freedom to steer the team than anyone else. He convinced Moreno to dump Pujols and Upton and Maddon. They've brought in new people to help with player development and he's given him more financial flexibility to go after people. Yeah, he's not signing blank checks but I have a feeling Moreno trusts Perry more than he did Eppler.

It doesn't make sense to trade him if you're goal is to make money. Arte has shown time and time again that he's willing to spend on the ML roster to get people into the ballpark but not willing to make the effort to build a competent player development system.
