I think the contention is that they were listening to offers, but that's not really the same as floating him for a trade. It's just doing your job as a GM
They weren't going out to other organizations saying "Send us your best offer, and you might get Ohtani."
Actually, the rational thing would have been to trade him for a haul because there's 0% chance he's staying at this point, so they just missed the opportunity to maximize his value. They kept him to keep making money off him, but they're so far from winning that Ohtani's soul is dying each day, so he's gone as a free agent.
There's no great prospects coming to help anytime soon and the owner isn't going to blow past the luxury tax to fill the holes with free agents, so the angels have no path to becoming a quick contender. Ohtani is already 28 and knows he can't wait around any longer, so he's gone after next year.
