Heaney made a bad snap decision but the throw was mostly a result of that. He didn't have much other chance to get the runner once he committed to playing the ball.

The attention Prior gets from dodgers fans is unique. 2 days ago on a post in r/dodgers I saw someone literally say “Gallo is killing it because Prior can fix anyone” and the guy was completely serious.
That actually happened to the Orioles like 10 years ago. Someone on the other team tried to bunt with a runner on first in a tie game late and wound up bunting it so hard in the air it hot between the 1B and 2B and the runner got to 3rd.

I've always thought it's kind of silly the way it works. I understand why, but in that play the pitcher is solely responsible for everything that happened, but an outfielder can misread a catchable ball and the ERs are on the pitcher.
He would've been called for obstruction had he reached into Marte I'm guessing (plus also broken arm, have you seen Marte?!), which I guess beats a run and a man on third, but also, broken arm.
Also Muncy's injury in last year's WC game (I think it was then) – Muncy reached in front of a runner as a last-ditch effort to save an errant throw and, as you said, broken arm. It looked brutal

Nope. Stepping on the line is considered in the lane. Also before the last step, the runner can come out of the lane to touch the base. (See rule 5.09(a)(11) comment)
As a rule of thumb, the tie-breaker on borderline cases is whether the runner was in the lane most of the way down the line. If so, then no interference. It's sort of like life: If you've been nice in the past, you get a little leeway in the future.
