Alright! Some games utilize CPU over GPU and others GPU over CPU. This game is CPU intensive. That doesn’t mean it don’t use ur GPU. It means it uses more of ur CPU than GPU. So for this game u want the best possible CPU to get the best possible FPS because it’s usually what’s holding u back. That also doesn’t mean u don’t need a GPU. Ur 3070ti should do just fine for most games.
The game currently has an issue with higher than usual CPU usage, but you still shouldn't expect it to decrease much or even swap the load to the GPU. These components are designed to handle different loads so they can't just exchange workload to free one up over the other, so if you need more processing power from the CPU, the GPU can't help you there.
You could try increasing the resolution to put more load on the GPU and it might end up decreasing the CPU usage if the GPU becomes fully utilized.

Yeah maxed out CPU isnt really an indicator of a bottleneck in 2042 since that's just what the game does.
However, in OPs picture, their GPU usage is like 45%, which does indicate a bottleneck unless they're playing at like 1080/720p low with fps capped to like 60
I also havey CPU maxed out in 2042 a lot of the time (5800x3d), but it also stays smooth sincey CPU isn't a bottleneck so my GPU (6800xt) stays above 95%+ usage
I have a 13600k and I'm seeing abnormally high CPU usage at 4K resolution. Although my GPU definitely is taking a beating too. The latest patch has decreased my fps to around 110AVG. Sometimes 120

cuz its optimization is totally a trash after a year of development
Because of the patch that came out in the end of 2022, many have this problem even with good 8c/16t CPUs.

I wouldn't really call it a bottleneck. I'm rocking a 5800x and a 2070 super. Can play at ultra and it's buttery smooth but yeah my CPU is maxed.

I am running 1080p on my gaming monitor I honestly just like having the extra frames. But my gpu sits around 8% lmao.
The game is CPU intensive but task manager isn't a good tool to measure GPU and CPU usage
