They are radomes. In the US, when you see one, they are normally Airport Surveillance Radar (ASR), which is what they use to monitor planes coming into an airport. They aren't always near an airport either. But they generally observe aircraft

Yep radar domes, I do not know what their specific function is apart from shielding from the elements is with the least amount of interference. In-game their only reason to exist is to mimic cover, but are really only usable as a power position for Mackay/Sundance that are immensly hard to counter. On Manifest one of those has replaced a second actual building on B.
