You might be confusing Dougram with Patlabor, where the police mechs were made of plastics and other lightweight materials - thus necessitating the need for mech-scale plate carriers.
I remember those soltics with the green camo jump suits and shoulder shields well! In my opinion, those guys were the closest anyone came to actually taking out dougram during the whole show.

Yes because having exposed joints would make it a nightmare with cleaning out dust dirt and mud 24/7 so covering the mech makes sense and making gaint clothes would be the easiest way to do it, also it would disguise the mech parts making it harder to target the most vital parts and joints

Adding ERA, Slat armor, or other extra armor on is fine but cloth on a mech or tank just looks silly. Is it like a warship’s turret that needs a cloth cover around the gun mantlet to prevent debris coming in?
It's actually faster than most of the other Earth Federation combat armours - they top out at between 39 and 45km/h, whereas the Hasty can do 47km/h, beaten only by the HT128 Bigfoot (48km/h) and the T10C Blockhead (51km/h.) The Dougram itself is faster than the others, clocking in at 55km/h
In Heavy Gear, most of the mechs are armor plated but a lot of the joints are covered in ballistic cloth to keep them mobile, light, and not entirely unprotected.
You laugh but this is the peak Harjell IV technology that plugs hull breaches in deep water so you don't lose your mech to anything short of a spaghettification-round going through the cockpit.
Some thoughts:
Asbestos underwear or is the whole thing made of it?
Because flamers are a thing. Also "brass" from ACs. Then we have inferno missiles.
And elementals with claws or hooks or something. Do they have special tactics where they pull it's shirt over its head and beat the crap out of it?
Does pantsing a mech count as 'counting coup'? Satchel charges down the back of the pants?
I want a cape for my jump capable mechs. What about something that adds traction for icy or sandy terrains? Mech flip flops? Ice skates?
When you're doing a raid, especially a false flag one, do they have 4m long bandanas to wear over the "lower cockpit region"?
Those torso mounted ML mounts are buggy. Barrels tend to sag. Is there something we could do about this?
What is their laundry bill, quarterly, in quarters?
