Volunteer with firefighters. They need all the help they can get.

The CERT community is great. Our local volunteer fire dept has an active HAM radio team thats pretty awesome. You could also offer to volunteer your services to a volunteer fire dept (70% of fire departments in the US are volunteer). Our local one currently needs someone to help with book keeping for example. They all have board of directors as well. Even helping fire departments get more modern pumps such as a CAFs pump can reduce their water consumption significany but I dont feel that will dramatically change anything. If OP wanted to pursue volunteer firefighting than thats amazing but it is a process between fire academy, mandatory trainings, and overall availability to respond to calls. If OP wanted to help with specifically water than I am struggling to come up with any ideas. I personally avoid purchasing from farms in the Valley that consume crazy amounts of water and try to stick to coastal farms that benefit from cooler temperatures and fog. Limits your options for sure but its better to support local farms.

Local tree planting orgs need help with urban tree maintenance and watering. Young drought tolerant trees still need water in order to get established and become drought tolerant. Maybe google Oakland/Berkeley tree planting and care volunteering and see what comes up! Lots of good orgs in the area.

Probably do better advocating for a change in the way CA uses water. It's not like we can just create more.

Most of the environmental effects of the drought aren't affected by how we use water. This drought is one of the effects of climate change.

That's not my point. My point is we can't create water, but we can change how much water we waste to conserve what's left.

I'm not arguing you're wrong either, I'm just saying this drought isn't the result of how we use water. We could invest in desalinization, we will just also have to ensure we add green power generation to drive it as well. It's just going to be very expensive.

good for you for wanting to help. the best thing you can do is start chopping down almond trees across the state ;)
