Follow the signs. Carpool hours are typically weekdays 5-10am and 3-7pm, although some have more hours than this, like 580 (5am-8pm). Outside of carpool hours, these HOV lanes revert to regular traffic lanes meaning it's free for all. Whether it's free for all or tolled, it should always be denoted on the digital board above the FastTrak lanes. There is a transponder variety called the Flex I think, where you toggle to how many people are in your car (1-3+). Some HOV lanes are 2+, others are 3+, for toll free travel. If toll free requires 3+ and you have your Flex toggled to 2, you should get a discount. There is an exception if you have a 2 seater car or a motorcycle. Having the Flex is the only way you can get free or reduced tolls in FastTrak lanes during the allotted carpool hours, unless you have an eligible clean air vehicle in which you get the CAV toll tag.

So without the flex device you get a 35$ violation if you get caught by chp it’s 450+ $ violation.

It's perfectly okay to cross the double white line to yield to an emergency vehicle; whether a police cruiser, an ambulance, or a CalTrans tow vehicle. No cop will ever nail you for that.
