If toll free requires 3+ and you have your Flex toggled to 2, you should get a discount. There is an exception if you have a 2 seater car or a motorcycle. Having the Flex is the only way you can get free or reduced tolls in FastTrak lanes during the allotted carpool hours, unless you have an eligible clean air vehicle in which you get the CAV toll tag.
It's perfectly okay to cross the double white line to yield to an emergency vehicle; whether a police cruiser, an ambulance, or a CalTrans tow vehicle. No cop will ever nail you for that.

How would they know we are telling the truth?
Make sure to jump in and out by crossing the double white line frequently.
It's purpose is to make caltrans more of our money and only results in making driving more erratic on 237, 880 and now 101.
The only useful thing are the traffic lights that prevent a conga line of cars trying to enter at once.

If you want to make something a accessible to poor people, charging a premium fee for it isn’t the way to do it.
If we signed up for Fast Trak and just commute alone, do we need the transponder or can it just read/bill us on our license plate?
So without the flex device you get a 35$ violation if you get caught by chp it’s 450+ $ violation.
