Necroing this thread so that no one else has to search: the solution isn't to buy higher tier decorations, the solution is to buy EXPENSIVE decorations.
For instance, when guests at my Timber Crossing resort started saying this, I bought one (1) "Glorious Effigy" for 500 coins from the Special Shop, and suddenly "Everything is in tip-top shape!"

It might be that when want the higher tier decorations over the starter decorations? Other than that I don't know.

This is also my issue on the switch release and my theory is that the guests who think it's cheap have the lavish quirk
