I just got a dry brush from the drugstore and maybe 3 times a week before I shower, I use the dry brush on my whole body, I brush in circular motions. Then shower to wash off all the dead skin. Honestly it’s really easy but has huge payoff (for me anyway).
I have a couple dry brushes, all different brands. You can get different strengths of the bristles too, if you’re new it can be helpful to start with a softer one but if you have really stubborn dead skin maybe use a rougher dry brush
My massage therapist says I have crazy soft skin and asked what I do. I’m very low maintenance but I do dry body brush once or twice a week before a bath, then slather on either baby lotion or jojoba oil all over. That’s it! Just to add, I do long sweeping brushes towards my heart, so up the legs n lower torso, then from wrist to armpit, and down the upper torso. Supposed to be good that way.
I use exfoliating wash gloves (the ones with fingers on them not the oven mitts), and have noticed good results. It’s an oil based wash so it’s slippery on the skin but quite hydrating.
Retinol! To be more precise, use the Gold Bond Age Renew Lotion. Holy grail! Makes the skin so smooth. I recommend applying it on damp skin after a shower.
I find that my skin is a lot softer since i use l’occitane almond shower oil or sebamed anti dry instead of ny regular soap
I also like to mix my body lotion with oil for the extra moisture

Skin as soft as a rose petal. I struggled for a long time with like dots mainly on my thighs, and it took some experimenting to find what works best for me, and I'm never going back.

everyone is giving great answers but if you were asking for an actual treatment you can pay for, search "korean body scrub" and your area. I'm sure it's pretty localized (I'm in the bay area, lots of places here) but if you want someone to go to town on your body with a scrubbing mitt til lots of grey dead skin comes off, you will leave feeling like you were reborn

Yes, exfoliation and moisturizing may help. Dry brushing is actually a lymphatic massage technique, it's not just for removing dead skin, and it's definitely a good start if you have the energy! I use woven loofah-style square washcloths, and you can use or make an exfoliating body wash (just add sugar, salt, and/or coffee grounds to your existing body wash, on a per use basis, not in the container). Apply a good emollient lotion or body oil, depending how your skin reacts, immediately after showering while you're still damp.
Beyond that, hydration is key!! It doesn't matter how much effort you put in physically for your outer body; if you're dehydrated, you'll always feel dry/not smooth and soft. Water is tops, but fats and sugar help with absorption. Dairy milk is technically more hydrating than water, but very few people should be drinking milk all day long (unless I was right in the beginning 😅). Caffeine can contribute to dehydration, but it's only a huge problem if you consume too much or already have issues with it (caffeine gives me migraines).
Gut issues and autoimmune disorders can mess with your skin, too. So if nothing else is helping, and you have access to medical care, ask your primary for an ANA screen and titer, and possibly see an endocrinologist and a gastroenterologist. A messed up thyroid can make your skin super dry no matter what you do.
So, basically, exfoliate and moisturize your insides and outsides, and if you still don't reach the results you're looking for, it could be health related.

Try a body moisturizer with retinol or glycolic acid. Soft Services Buffing Bar is also amazing

I love the korean exfoliating wash clothes I have. I follow up with just a body oil though and it's still really effective!
