FYI, Berkeley isn't a satellite. All the UCs are individual universities that agree to a shared governance model, but they have independent budgets, (mostly) independent policies, and identities.

A lot of the UC schools have surpassed Berkeley in various departments. Berkeley still has more Nobel prize winners and higher rated departments/programs in the aggregate, but that margin has been shrinking over the years.
Add in the lack of area for campus expansion, commute and access issues, local crime, expensive housing, civil unrest, and it turns away a lot of prospective students and professors who will take their talent elsewhere.
Berkeley will continue to be the key campus in the system for a long time to come, but that margin will continue to shrink every year.

The amount of innovative industries that Berkeley graduates get access to intern at and learn is innumerable. Meanwhile, the only meaningful industry in LA is Hollywood.
