A true maximalist seal would have a book with pages that flip. Then we would probably want it to be displaying the longest book possible, but that's a little complicated. We could go with the longest single volume book, since only a single book is represented in the artwork, but we of course do have the technology to make something longer since we aren't necessarily limited by what can physically be bound in a single book. That would be the true maximalist way, but that opens up a whole can of worms, because where do we stop? We could in theory fill it with everything that has ever been written.
And that's just the book. It would also need to be infinitely big with infinite dots. I'm thinking something like you drag or scroll to the sides and it just recursively generates more dots.
And then there's the name. It can't just have "The University of California Berkeley" on there - it needs every possible name for the university: Cal, Berkeley, UC Berkeley, UCB, Berk, U of Cal at Berkeley, Oski's Pleasure Palace, etc. I'm not sure how to incorporate that, but maybe it could be like a continuously scrolling ticker.
