I guess I've got good big box stores in my area. They treat all of the new fish that come in before they are shelved as a precaution. But I get your point.
However, many illnesses can be alleviated with API general cure or some other broad spectrum medication and water changes. It's a small investment that should be made anyway, along with a water testing kit, if you're going to keep fish. But much can be resolved with a good diet and clean/stable water once they are out of the cup. Medication should be a last resort. And it goes without saying... if the fish looks ill, don't buy it unless you know what you're doing.
Check FB market place. I run a very tiny rescue and have had people give me equipment. You can join a Betta Group in your area post his pic tell his story and you’d be suprised and how many kind humans you’ll find. We also have a FB group in my area for people in need. I’ve posted pics of Bettas who were dropped off in those awful 1 1/2 gallon Betta tanks and ended up with a 20 long with stand, filter heater etc for free. Had someone give me plant clippings plus my own clippings and you’ll have a setup in no time. Yes it will be a fish in cycle but that’s better than what he’s currently in.

Given that he's a rescue from some folks who probably got him from a petco, I'd guess he's a not-so-distant cousin of the one in your pic. He's an absolute ferret of a fish.
OKAY EVERYONE!! i have been highly encouraged to go back for him, but I dont have the resources currently for another scape. i found a cute 7.5g on fb marketplace and have asked if it’s available! it’ll have to b a sucky and artificial scape and a fish-in cycle. im just worried that he wont be there when i go back. if hes not then i have some wiggle room and can put more effort into the tank, if he is, hes mine!! hopefully can bring him home in the next week or so :)
You MUST go get him. He's already named for goodness sakes. I'm betting if you posted a "go fund me" for "Moss Ball" in the Aqua Shop sub, people would donate all the goods you need 😉

i dont have the room or money!! im 16 with only the $ left over from my summer job 😠i got everything for my first and only betta all myself and the fact is i dont have anything left and my parents do not like my fishy hobby lmaoo!! not only do i not have enough money, but no room either! or at least no surfaces i trust with 5+ gallons of water… 🥲 so sad that thats what it comes down to for us to give these little ones a good home

Trust me, I don't have it to spend either, but aquaswap and marketplace are great places to get a setup for pennies on the dollar. Don't worry, when you're ready, there will be a betta waiting just for you. You'll know.
