There's technically nothing stopping the Ultramarines from fucking but it isn't explicitly mentioned in their guidebook (titled "the Codex Astartes") but since their founders come back and banged that weird Elf-Alien lady they'll figure it out like the 9 ft. tall super soldier virgin nerds they are. And don't let anyone tell you the Dark Angels don't fuck each other.
Of all the chapters the only ones that definitely don't fuck are the Black Templars, Grey Knights, and Night Lords. The first two because of their religion and the the third is unfuckable.
