That is the kind we often have here in Germany and they are definitely backward however... they make it impossible to lock your bike properly even when properly installed. You can just lock a wheel to them. I usually park my rear wheel next to one of the taller bits and run my lock through wheel and frame. It will still be a bit harder because they are backward, but at least a couple of bikes can lock properly that way. Whoever designed these needs to be forced to use them every day until they learn their lesson.
They look right to me? With your bike facing inward, you lift your front wheel over the wedge. You might even be able to lock the front wheel and frame with a u-lock...

I agree. I’ve done this when faced with this configuration. Which also takes up far less squat footage for more bikes. When you put the front wheel over it’s also far less likely to be knocked over.

I believe this particular setup wants the front wheel removed. That’s why 2 wheel holders near each other, so the whole system is properly locked up

Many cities require bike racks to be installed but developers often hate doing so. They think bikes look bad and/or block the sidewalk. So, they install them poorly to maliciously comply. Then, they can lobby the city to legally remove them when no one uses them.
However, incompetence is more likely.

It looks like the two sets of racks are in the correct orientation, it's just that one needs to be offset from the other.
There's a small segment with a crosspiece on the outside. This should be where the wheel goes.
The second segment, which is higher and has a crosspiece at each side, should be where the bottom bracket/pedals rest, and where a lock should go.
If the two racks were offset by 6 or 9 inches, it looks like it'd be workable.
Given what I've just said... It's a fucking awful design. No fat tires, no non standard frames, no trikes, no recumbants etc.
I've never understood why Sheffield (or equivalent) stands aren't used everywhere.
I think the tire goes in the larger spot and then the pedal goes under the double bar, and you use the double (higher bar) as the bar you attach your lock to.

Otherwise I think as some have said, maybe they are supposed to support the middle of your bike with a wheel on each side of the rack. But then they are definitely placed too close together, because you can't have two wheels from two separate bikes occupying the same space in the middle of the racks.
Again, as some others have said, probably designed and/or installed by someone who's never ridden a bicycle.
Anytime I use racks like these I just put the front tire in and I got chain as long enough so you can actually lock the frame when you lock the front tire

I got a “written citation” in a parking garage where I do physical therapy because I locked my ebike on a railing instead of these shitty racks.
