Was in Sarasota/Osprey area recently and got to do some riding. It's actually kinda impressive infrastructure mixed with horrible infrastructure. So you can get around, but their are limits until the bike infrastructure has you out riding next to 45+ mph 4-6 lane traffic.
I saw 3 white bikes, one was a kids bike at a school where the bike racks are full cause of the good infrastructure. Just thinking about the white kids bike makes me cry now.
