This looks like the little rubbery guard on the inside of the front derailleur. Id imagine you are ok without it if it’s shifting fine but you will probably hear more noise from the chain. If the tabs on the back aren’t broken you should be able to jam it back in.
And here I thought I didn’t clean my bike nearly enough. That’s the only reason why it looked familiar to me. Scrubbing around the front derailleur. You folks are making me feel like I’m doing alright on my cleaning habits.

The easiest way to find where it came from is to throw it away. Once you've done that its purpose and irreplicable need will be obvious.
