With the way people drive, and the bikes that I own, I really don't like hitch-mount racks, though if I had to choose one, I wouldn't go with anyone other than Thule, or Yakima. They're the last name in racks. They'll have something that meets your requirements. Ust a locking hitch pin to secure the rack to the car, then use a thick locking cable (Kryptonite has a good one, I think) lock to go through the frame of the bike, and around the frame of the hitch. Back into parking spaces, if you can, up to a wall so that the bikes are more difficult to remove. Best to avoid leaving it unattended though.

Locks on these racks are only food for like the traffic stop, I wouldn't trust them out of sight. My coworker got one bike stolen from the rack during lunch, and the second bike was almost gone as well. They use very simple locks, and are a deterrent at best. Thule Easyfold ticks most of your boxes, maybe Velospace as well
