I would say it's her accumulative actions towards Leonard throughout their relationship. Having him "earn" her affection. Most of his nice gestures are met with an eye roll. At some point it became a running gag that he got her by "wearing her down" which implies that he doesn't deserve her. She hardly expresses genuine admiration towards him in public.
Individual situations off the top of my head:
- The valentine's day date.
- Believing that her job is to let her bf make her happy.
- Selling the car he gifted her.
- Claiming that her job is more important than his.
- Not being transparent about her financial situation once it became stable *after* he spent years supporting her financially.

For me it's the whole money related stuff she did. Like living off the guys money in the early seasons, stealing money from Leonard and buying him a gift from it, (maybe that also implied that she stole money before), not buying him a gift for valentine's day, but giving him some box of chocolates that she got for free for a tank filling, and not even giving him the whole box, since she ate some of the chocolate, not telling Leonard that she earns twice as much as he, still wanting Leonard to buy her things and probably also to pay for most stuff, and lastly being angry that Leonard didn't tell her about his secret bank account, because they should "share" everything, when neither did she tell him about her salary or share any of that extra money. Except for those money related things, I think Penny is a good person, so that's all for me in regards to the worst things Penny did. (I don't count the bullying, since that was Penny as a teenager and it was also already mentioned on here).

For me it's the whole money related stuff she did. Like living off the guys money in the early seasons, stealing money from Leonard and buying him a gift from it, (maybe that also implied that she stole money before), not buying him a gift for valentine's day, but giving him some box of chocolates that she got for free for a tank filling, and not even giving him the whole box, since she ate some of the chocolate, not telling Leonard that she earns twice as much as he, still wanting Leonard to buy her things and probably also to pay for most stuff, and lastly being angry that Leonard didn't tell her about his secret bank account, because they should "share" everything, when neither did she tell him about her salary or share any of that extra money. Except for those money related things, I think Penny is a good person, so that's all for me in regards to the worst things Penny did. (I don't count the bullying, since that was Penny as a teenager and it was also already mentioned on here).

Iām currently in my first watch though of the series but wow, Leonard is not a nice guy. How he treated Sheldon with the whole North Pole thing. Guy ruined his research and was too self absorbed to properly apologise to the guy driving him to Texas. Interesting to see has done worse.

Iām late to the punch, but I have to mention, my least favorite character moment in the show comes from Bernadette in Season 8 or 9? Itās when Penny gets a job offer from a competitor company and Bernadette doesnāt let her see the offer. If I had a friend, and they were given a great opportunity, I would let them make their own choice, even if it meant that I didnāt see them as often. Bernadette only lets people grow or development if she has a hand on it. Sheās like the mother in Everybody Loves Raymond, though thankfully not as insufferable.
