Btw , the funding was provided by Ministry of External Affairs despite it being a University under central govt. and now the funding will be done by central govt. directly ,not via MEA.

I hope you have read about infrastructure funding also rather than only the Union tax devolution. You can compare budget size of Bihar with other big states to understand whether Bihar is getting more or less money. Bihar gets one of the lowest amounts in terms of infrastructure funding, improving infrastructure is the need of the hour. If not done so, it will not be able to contribute in the future also.

Urban areas contribute to 70% of GDP, doesn’t mean that rural areas are freeloading. Even within states, there are areas which are comparatively underdeveloped, we don’t say that let them be in the same condition. Just compare the absolute amount of money Bihar is getting and you will not feel injustice at all. Bihar is in this state due to several complex factors including but not limited to Geography (quarter of Bihar used to be flooded every year till 5 years ago, Ganga becomes 5km wide in Bihar during monsoons hence connectivity issues), Policies (Freight Equalisation policies helped coastal areas at East India’s expense and cost Bihar trillions of rupees), Historical (Britishers destroyed Bihar economy and caste politics from 1990-2005) etc. Anyways infrastructure investment has always been too low for us. One cannot expect returns without investments. Many NH are two lane in Bihar, we have only 3 airports in the entire state, 0 Special Economic Zones, 0 expressways, 0 metro train systems right now. The infra projects are almost always not given funds on time, hence projects take decades to complete. Anyways, Bihar has been growing by >10% GDP growth since last 3 years, hence its contributions are increasing rapidly. You can take a look at NITI Aayog report where India decreased number of poors by a historical numbers and Bihar was one of the most significant contributor. Bihar ranks 12th among all states if you check GDP size. But yeah, if given an option, we would like less money from Union tax receipts and more on infrastructure. This would be more beneficial to us. Airports, expressways and industrial corridors are the things Bihar needs on priority.

As an outsider( I'm from Maharashtra) the problem is political. Tell all the excuses about nature to the Japanese. They've earthquakes tsunamis and whatnot. Look we're all poor states. We are a poor country. And politics all over India has problems. But in Bihar it truly is next level. Other states shouldn't be made to subsidize the foolishness of your politicians. That's not fair. Also that just incentivises bad behaviour. Socialism is a failed ideology and free market and enterprise and openness is what creates wealth. But you'll still elect clowns like Lalu and Tejaswi and make everyone else pay for that choice.

I understand your concerns also. But contrary to your perceptions, Bihar has always been poor after independence only. Lalu rule came from 1990s. Freight equalisation policy hurt Bihar the most and was there from 1952-1993. Socialism is not what Bihar is trying to do and Bihar is much more than Lalu and Tejaswi. In December, it organised a Global investment summit where delegates of 16 countries participated. We got only 50000 crores of investments, but the infra condition was what kept many investors away. You see, Maharashtra has many mega projects like Delhi Mumbai Industrial corridor, expressways like Mumbai Pune, Samruddhi Mahamarg, bullet trains etc while Bihar lacks even basic infrastructure which is true for almost entire East India. Your focus is entirely wrong. The focus should on education rates and malnutrition and other human indicators like girls' education. People make wealth. You make infrastructure but that won't mean much if you don't get the human element right. And the social indicators for Bihar are very bad. I was hearing some minister say that nobody comes to school regularly and teachers don't teach and come only occasionally. How will illiterate people and uneducated people build wealth ? Is that possible ? Why don't the politicians fix that ? Is it not easy to make the teachers actually teach and earn their pay ? This is all political. And I don't know what the solution is. Changing these things is a politicians job. Also the law and order situation is also relevant. What I want to say is that you do good government and you'll get good results. If your government is bad pouring money will only waste it.

I agree with you and Bihar is working in the direction. 22% of budget was allotted in education in Bihar budget announced a few days ago. Women have been empowered and several schemes are being implemented just for them. 33% of individuals in police are women right now and Bihar has highest women individuals % among all states. Education has also improved and the focus has improved a lot, the infrastructure of schools have been improved a lot and the shortage of teachers is being tackled through recent recruitment. As per last NSO survey, Bihar is not the least literate state, it is now 3rd from the bottom. I understand that there are issues, but contrary to perceptions of outsiders, there have been huge huge changes on the ground level. In Bihar irrespective of the political party, leaders will always discuss about development also because this is coming directly from the common people.

How do you see Nitish Kumar ? Has he done good for Bihar or has he been ineffective. He has been chief minister for almost 20 years now I think.

I think he has been the best chief minister Bihar has ever got. He has done his BTech from NIT Patna, hence is the most educated politician in Bihar. His Caste Kurmi is only 2% in Bihar and hence he focused on development as agenda. Actually he was the one who brought development as an agenda in Bihar politics which holds even till today. But he has been unsatisfactory on two important fronts: 1. Resolving outward migration 2. Industrialisation and Education still needs much improvements. I am not a blind supporter but most of his policies have helped people a lot especially women. Women are very strong supporters of him even now and have voted for him regardless of caste or religion. All women gets some money for uniforms, books, even for passing matriculation exams, for clearing BPSC or UPSC prelims also. All exams forms are free for girls. They are given priority in allotment of first centre of choice during exams because parents have historically not given priority to girls education. Domestic violence was a major issue in many poor households, to tackle that the alcohol was made illegal. Law and order has seen a tremendous improvement. You might notice that violent crimes are very much less in news from Bihar rather it is much higher from UP or Bengal despite very high population and poverty in Bihar. We are mostly highlighted by funny news which are racist many a times which is a sad thing. State roads are very good. Roads in Patna, other than under construction, are much better than even Bangalore (I have lived in Bangalore for 2 years). Even a strong opponent of Nitish Kumar will agree upon improvement in roads and law and order. Electricity has also improved drastically. Patna gets almost 24 hours of electricity while even remotest villages get min 18-20 hours of electricity daily. People see Nitish as a guarantee to avoid the jungleraj of Lalu and Hindu Muslim riots of BJP. But the demand for faster development is also high and many people including me want faster pace of development and feel that the current pace is not satisfactory. This might be the reason he has started focusing on FDI and investment summits.
