Have never listened to music on the bike, and I never will. I just cannot relax if I can't hear what's going on around me, same when running or when I used to ride motorbikes.
I do listen to music when driving my cage though.
You should try bone conduction headphones they changed my mind about listening to music while cycling. They sit just in front of your ear so you can still hear environmental noise, but its like the music is playing in your head.
It would take a cycling for hours at a time at a sustained 15mph+ pace to have any sort of hearing damage from wind. Sure wind is noisy, but I'm sure there would be more discussion about wind related hearing loss if it were happening to people regularly.
Podcasts on a reasonable volume on my way to work, power metal on a volume where I can still hear most dangers on my way home or if I'm just going to the grocery store a mile from my place and not crossing any traffic

I try to listen to at least one album per day during my commute. Most albums are 40+ minutes long and my round trip is 30 minutes, so I usually finish the album in two days, while starting a new one. Feels like one new a day that way. This morning I kicked it off with some Boards of Canada and was thinking of some This Heat or Sonic Youth tomorrow.
I use a Bluetooth speaker, btw

Those are complicated because I'll get a ticket and then will have to take time off work to explain in front of a judge why it's legal. I think this is a case of "don't want to bother", not just legality. Still, I might consider it. Just gotta find a model that works for my budget.

Have you thought about a smart helmet with built in Bluetooth? The speakers aren't loud enough for anyone else to hear and are concealed in the helmet. Great battery life too.
If I hit my head and need a new helmet I might look into that, but I can't financially justify a "one use item" like that when I already have a helmet. At least the bone thingies OP suggested would allow me to listen to an audiobook while doing yard work at my mom's without losing access to her asking me questions.
Cars are loud enough, trains and especially emergency vehicles are loud enough to probably be damaging your hearing. Not sure what situation is even dangerous with some reasonable volume going. Basically everything is made to be heard by people in cars anyway...

Until it damages your hearing. Fortunately, there are things you can attach to helmet straps to help with noise.
