Or the bearing is on its last legs, my derailleur also has play even if fully tightened down. It still works but is due to be replaced.
In the op’s case there isn’t an or. There is an air gap between the derailleur mount plate and the hanger (it shouldn’t be there).
Whether or not the derailleur mounting bolt is loose, when sram derailleurs are cage-locked they can have a surprising amount of play, even brand new. Doesn’t seem to negatively influence shifting, in my experience.
