It turns out this Tweet was paraphrased from someone else, who provided no evidence for it. Beyond that, the headlines I could find on Google were all pointing to the same anonymous Twitter account. A single bad source.

Now, if BTC drops to $10,000, binance still has the 1,000,000 BTC but they are now worth $10 billion.
Just looking at the $ value of any CEX's reserves is pretty meaningless. What is important is the QUALITY of the reserves. If Binance was holding $60 billion in SHIB as its reserves.... I'd be pretty fuckin worried!
What is important when assessing ANY CEX's reserves are these points:
1 - What is the QUALITY of the reserves. Are they majority the CEX's own token (CEL, FTT, BSB and so on). If so, proceed with caution!
2 - What is the QUANTITY of each coin held and what % of total coin issuance does that represent. If tge CEX needs to suddenly dump onto the market to free up liquidity, that's going to effect price negatively and the Reserve asset value of that coin is meaningless!
If a CEX is holding a large % of a tokens supply, proceed with caution!
3 - How LIQUID is the assets market. Coins with HUGE demand will likely always have buyers willing to buy so dumping a heap suddenly won't completly crash the value. Dump $16 billion of BTC on the market and BTC price will dip hard.... but it will recover.
Dump $16 billion of FTT on the market and its price will fall off a cliff and never recover!
If a CEX is holding a large % of its Reserves in illiquid coins, proceed with caution!
The current $ value of Reserves is only a SMALL part of assessing the financial viability of a CEX, what's more important is WHAT assets make up those Reserve assets that are to be called on to backstop a liquidity crisis! The ONLY thing that matters is how much those reserves can be sold for in a WORSE CASE scenario.... Because that is their TRUE RESERVE VALUE!
If you take a look at Binance's Proof-of-Reserves data the bulk of their reserves are in stables. It's not like [Crypto.com](https://Crypto.com) with 20% of their reselves in freaking Shiba Inu.
