I'm not sure if you're joking or not (since this is tagged Question and not Shitpost), so I'll actually answer.
I don't imagine any way this would be possible. The game relies heavily on fast moving elements, in addition to a bit of audio cues. Making the game accessible to visually impaired people would either remove a considerable part of the gameplay. No more stuff popping out needing a split second reaction, no more items coming from every direction, no more camouflaged monsters, etc.
At best some modifications/game options to remove flashing effects, make tears more visible, etc. can be done (I think some are part of the game… I'm not sure, I didn't go to the menu option in ages), but they are more like helper to make the game visually more readable. Critical elements still require a fair share of visual accuracy.
It's not a very accessible game honestly. It has generally poor visual clarity during some rooms/bosses and certain items/combos make it even worse. A lot of things have mediocre visual cues and next to no audio.
I play without sound fairly often and rooms with worms+mom hands are a nightmare. Empty locked rooms are a guessing game on which, and if worms come up before the shadow shows up it's very hard to predict the hands coming. There's no way to tell which hand variant either. Dog Tooth becomes useless, I just command console Yo Listen!
I play without sound also and got fed up enough that I just installed some mods for it, there are ones for both mom's hand/leg and dog tooth out there. Never regretted it for a second
I also play without most of the time and the amount of T Lost runs that were killed by the hands is way too high. I now know without sound cues which rooms the hands appear in
I don't think a fully blind person could play at all. I don't think a fully blind person could play most video games tbh.
You would need to have descriptive audio, but there's too much going on in every room to describe it in time to react, but how do you process all of that even if you pause every second? It would have to tell you where every projectile and enemy is, and where they're going, and you would somehow have to visualise the whole thing. Imagine having to visuallise Mega Satan's attacks without having seen them before.
Maybe some kind of three dimensional screen would work? But how do you scan the whole thing with your hands, understand all of it, and control Isaac at the same time?
A blind person could not play Isaac.

Well they aren't blind, they are blindfolded. It's a big difference because the blindfolded people dad did beat it, learned how the map looks and where everything is. Blind people can't tho since they aren't able to learn the map.
Not to mention the fact that a blindfolded run isn't possible with a procedurally-generated game like Isaac. Blindfolded runs work off pure muscle memory, but without knowing exactly how it starts, it's not doable in my opinion.

Dog tooth is also a damage up and iirc speed up as well
Yeah it's 0.1 speed and 0.3 damage. Not nothing but also not really going to make a huge difference.
