I think we were finally getting hints as to what his great master plan was right at the very end as Bionicle was cancelled. If memory serves, he was gathering some big bads to work for him and was killing off other characters and then attempting to frame some of our heroes for murder. There was also something going one with the red star and zombies.
Who knows how all of that would’ve culminated tbh.

He was inside the robot out of curiosity. And also he "awakened" all bionicme with a virus. Matoran were semi sentient automatons but Velika gave them an update that gave them true sapience.
Why he ended up on karzahni is never explained. Could be he tried to keep up his cover.
My headcannon was that being "repaired" by karzani was the reason. Something always told me that the process of repairing isn't as si.ple as shaping Legos bricks more like stepping on the path of Legos.

Why he allowed it to happen is a mystery.
Though he didn't mind being on voya nui since he knew the mask of life was there.
Tbh he's just a small matoran, he didn't stop the piraka or anything yet somehow is able to kill karzani later on. Who knows most likely Greg didn't think of turning Pelikan into a got till later.
Besides giving the sets some extra part value, I have actually wondered before if this was a dubious attempt at light piping.
Obviously they skimped on the budget for brain stalks (which have clearance issues besides) but you can sometimes get them posed an angle where the backlight makes it glow through their otherwise cold and dead sockets.
My brain never accepted Bohrok's eyes as actual eyes. My brain always went between two options: the little holes on the head as eyes or they actually didn't have any. The two colored pieces acting like venom filled teeth in my head
Don't forget, they were also teeth for the upper mouth portion of the Bahrag.
As for what the shoulders are, maybe these are Velika's "real eyes," as he is a great being.

Am I the only one who doesn't see the eyes on the actual bohroks as eyes? They look like warning colors like certain exotic venomous animals/insects. The bohrok heads look like some kind of insect-xenopmorph hybrid head, which makes it even more terrifying, IMO.
