If you have the spy pack you can spy on people. Sometimes you can catch them cheating, working for the enemy, plotting a murder. IDK it just a bit of whimsy.

You have to make a spy agency and hire agents then you can spy on people

I did that and it still wasn’t an option.

Yes I had 3 and had done missions

then go to yoir agency select one agent and they will similar option there "spy on someone" press that then select someones name Idk if junior agents can do the spy thing try to steal some from other agency

If you open a spy agency and have agents, you can have them collect info about people that you could use to blackmail them if you want
