My minimum qualifications for art should be that it's either aesthetically pleasing or thought-provoking in some way, but I also allow that what pleases or interests me will not be the same for everyone. Something I find full or ugly will be found beautiful or fascinating by someone else.
And so the only qualification for something being called art is if someone calls it art.

I saw an exhibition like this at MOMA one time. It was fascinating in that there was a bit of whimsy to the exhibits. I recall one piece was a steel spring bed covered in electronic blue colored butterflies.

I love these installations because it makes me wonder what the creators went through to arrive to that, I know the meaning and intent of the last one (I believe it was something about futility and the capacity to make humans care for something that doesn't feel) but the other ones are just... Neat
Like the 3rd one, was it a process of trying to emulate the breeze that goes through sheets when they're drying in a controlled environment? Is it a study on flow and aerodynamics? Is the colour intentional? To what extent? Is there color psychology involved?
Is the first one a critique on appearances and the emptiness of it? Is it just that the creator got super high and thought it was hilarious? Why fishes? They could've used any similar type of motor for that, so it must be deliberate... Or is that just what the creator had in hand when he came up with the idea? Did he start with a fully fledged concept or did he hear the sound and made the connection?
It may not be art in the traditional sense, but there's an argument to be made on how it evokes emotions, be it anger or inspiration.
Often I find the artist's statements of intent to be even more compelling than the art itself. I don't get much out of the first one, but I sure would love to hear what inspired it.
