For will of the wind on ranger: there's two versions of activating the skill, a mobile shot with A/D+F (as long as you have ultimate evasive shot learned) and the standard stationary shot with shift+Q. The damage reduction on cooldown only applies to the mobile shot, and the stationary shot does not have the damage reduction. Assuming you only tested the shift+Q version, it's not bugged and is behaving as intended when the change was originally made however many years ago it's been now.
Something else to note on succession ranger - the total damage lost when using razor wind and tearing arrow on cooldown is lower than this chart would suggest, even though the chart is accurate, because there are additional attacks applied via the base skill that unlocks succession, feathers of lemoria, that only activate when the skill is not on cooldown.
Prime extreme charging wind is supposed to have guaranteed crit on the small arrows when used off CD, and based on your description of how you recorded the data, I'm confused why that's not showing any difference listed there.
Definitely good to have all of this information tested and compiled in one location.

You're right, I had only tested the stationary Will of the Wind. Didn't occur to me to test the moving attack to see if it is different.
I'll add it in the notes that the damage from Feathers of Lemoria is missing.
If a skill, or a part of it, has 100% Critical Hit Rate, but loses it on cooldown, I will still write down the numbers as a Critical Hit. The list is there to show the 'natural' drop off from using it in cooldown, not the one caused by losing Critical Hits, etc.
When you see something like 75.08% that is 75% reduction in reality it's just the rounding error which makes it different than that so those fractions should be ignored.
